Go to Image/Add Border. Use the settings below. You want to use a
color for the border that is NOT in your image, hense, I used RED.

Using the Magic Wand, click on the RED border. Flood Fill
with your gradient and apply the Inner Bevel, using the same
settings as before. Select NONE. (Do NOT worry about the
center section turning WHITE, we will correct that in a few steps.)

Go to Image/Add Border this time changing the size to 45.
Select this border with the Magic Wand.

Maximize your SAMPLE2 image. Edit/Copy. Click on your
frame image. Click Edit/Paste/Paste into Selection. KEEP selected.

Selections/Float. Apply Effects/3D/Cutout and use the SAME
settings as before. Repeat the CUTOUT but change the
Vertical & Horizontal to -5 (MINUS 5). Select NONE.

Go to Image/Add Border this time changing the size to 5 and
the color to BLACK. Image/Resize. I usually resize this
type of frame to 400, but you can resize to
what is best for you to use.

Now for one last step. Right click on the background layer,
Convert to Raster layer. Using your Magic Wand, click on
the WHITE center and then hit your DELETE key. Select NONE

Now you can EXPORT as a picture frame -- File/Export/Picture Frame
and give it a name that you like. I used the same name as
before, but numbered this one 2.
Now you have a couple frames that you can use for images
later on. To add images, just use the Magic Wand, click the
center, copy your image and paste into selection.
